OpenAI switched on ChatGPT Ads across 31 European markets on Monday, including Germany, France, Spain, Italy, Poland, Sweden, Norway, Denmark, Ireland and the Netherlands, bringing the pilot to 40 countries six months after the U.S. rollout began in February. It’s the largest single geographic expansion the company has attempted, and it lands with the ad business already restructured to look like a performance channel rather than a curiosity.
Buying is gated. Campaigns run through the OpenAI Ads Solutions team, agency partners, and technology partners, with named launch buyers Publicis, Omnicom, WPP, Havas, Dentsu and MediaPlus onboarded first. OpenAI’s blog post promises self-service Ads Manager access “later this summer”; New Street Research analysts, quoted by MediaPost, expect the local rollout “in the next 2-4 months.” Ads only appear for Free and Go users. Plus, Pro and Enterprise remain ad-free.
The pitch relies on scale and intent. Speaking on a briefing call reported by Adweek, Colin Fleming, OpenAI’s enterprise chief marketing officer, put ChatGPT at roughly one billion weekly active users, with 20 percent showing commercial intent and ad revenue up more than 25 percent since the start of August. Tens of thousands of marketers have advertised on the platform to date, per OpenAI.
The mechanics have matured quickly. Bidding now extends beyond CPM and CPC to conversion optimization; geo-targeting and custom audiences are live; and the OpenAI Pixel, a Conversions API, and third-party measurement integrations give buyers the instrumentation they’d expect from Meta or Google. OpenAI reiterated that advertisers don’t receive user conversations and that ads don’t influence the answers ChatGPT generates.
The staging is familiar from every prior ad platform’s opening act: agency-gated inventory, holdco buyers first, self-service later. The gate is the point, until it isn’t.
