Starting October 1, Google will charge Local Services Ads advertisers for calls that ring past 20 seconds during business hours, whether or not anyone picks up. The rewrite arrived as a mandatory email notice on Aug. 24, headed “Upcoming changes to lead charge policy” and signed by the Local Services Ads Team, restating “how and when you are charged for call leads originating from Local Services Ads.”
The category of chargeable lead now includes the missed one. Qualifying follow-up calls between a business and a user, after an initial call that didn’t qualify, are also billable. Google Ads Liaison Ginny Marvin clarified on X that any such follow-ups within 15 days of the initial interaction are charged only once.
Two exceptions sit under a section labeled “Protecting your business.” Advertisers running an interactive voice response menu get the 20-second timer reset at key press, and no charge applies if the caller never presses a key. Google also said it’s introducing new safeguards against robot calls and spam abuse, without specifying mechanism or timeline.
The economics land squarely on founder-led home-service operators, the plumbers, HVAC contractors, roofers, and cleaners for whom LSA is often the highest-intent paid channel available. A direct ring-through to an owner’s mobile has no gating mechanism; a proper IVR menu becomes an effective filter, per ppc.land’s read. Missed-call rates that were once opportunity cost are about to become a billing line item.
The notice omits pricing per missed-call lead, geographic scope, and any dispute route. It also arrives mid-migration of Local Services Ads into Google Ads as a pay-per-lead Performance Max campaign type, the same architectural direction that quietly consolidated shopping and display inventory years earlier. What’s being priced here isn’t a lead. It’s the answered phone.
